Because it's not a fixed rate.
Sales tax is quite different in different states, and some don't collect tax on intra-state sales while others do (illegally, IMO, but they rarely ask my opinions on such things). The rates vary from 0% (eg Oregon) to somewhere in the vicinity of 8% (exact rate depends on which county you are in!) here in CA. Which items are subject to sales tax also varies.

But the Big Three don't charge a different sales tax depending on where the customer is located. That's what I meant: the sales tax is a fixed rate for a given vendor, no? I'm a bit out of my depth here!

It's like Randall said. It depends upon where you live or have the merchandise shipped to. I don't have to pay sales tax or do I believe that I owe a sales tax of any kind on items that were purchased from out-of State vendors.
None of the vendors have ever brought the subject up to me.

Julian would be charged sales tax from Moss as they are based and have a sales facility in CA. Therefore he does get taxed.

Right. But TRF is not, so they do not charge sales tax on sales to CA.

If one lives in PA (where TRF is located), I believe it's the other way around.

BTW, according to

Mississippi also imposes sales tax on purchases from out of state (except it's called "use tax"). But unlike CA, they even want you to pay tax on the S&H charges.

As a business man who occasionally purchases stuff over the internet for work I am really aware of the use tax that I have to pay the state of WA.

Well, I don't know what I was smoking earlier, but I took a look at my last TRF bill and indeed I was not charged sales tax by TRF, as Randall says. Time to stop posting!

Both Moss and TRF have a sliding scale for shipping based on how much your order total comes to. It is a profit center for them and easier than having to determine individual shipping costs on each order. The scale is usually listed in the catalog or on the web site. I don't worry about it much any more but when I was ordering on a regular basis I used to keep an eye on the break point to get the most bang for the buck.
When I order over the phone I always ask what the total is.
Ebay is another matter, and I refuse to pay astronomical shipping and handling charges. When I sell on ebay I add a $3.00 handling charge. I feel that it is reasonable since I have to round up the shipping supplies and drive it to the USPO. However I am not in the ebay business. My selling on ebay is a means to get rid of extras or whatever items I no longer have any need for. For me shipping charges is always dicey thing because I estimate the shipping weight. Sometimes I come out OK though occasionally I miss. Three or four years ago I sold some body parts, THAT was a bunch of fun. heh

New York also has this "use tax". They want their money for stuff you buy out-of-state. Since nobody was sending it in to them, they have now tacked it onto your income tax form. The amount you have to send them is based on your income. You don't HAVE to send them any money for this, but from what the accountants say, it's better to send it then open up the proverbial can of worms. /bcforum/images/%%GRAEMLIN_URL%%/hammer.gif

I can't speak for "Handling" fees, but often times shipping fees are just not available... A customer orders a a rear upright that weighs 20 pounds, the computer programs are just not sophisticated to tie that weight to an order and then , bounce it off of UPS rates.
For this reason, often times you'll find the shipping rates based on the price of the order. The customer wants instant information, so it can go on his credit card, and REAL-TIME information is sometimes hard to get.
In a business situation, sometimes you'll be asked.. "How much does it cost you to ship an item?" That amount will be plugged into the heading of Shipping and handling.
I doubt if these guys are making much off of shipping rates...

That one , I just have to add my two cents worth.
"You've got to be kidding?"

One vendor wants $55 to ship a few bits; another honest
vendor charges $9. for the same bits.

One vendor wants $25 to ship 10 chrome bolt caps; an honest
vendor charges $43. to ship a 70 pound differential, air
freight 1,200 miles no less.

Some of these internet vendors/sellers are making HUGE
profits from their shipping and handling fee.
