TR2/3/3A Handbrake lever rubber seal installation

I am working on a 60 TR 3A and I am at the point that I am trying to install the handbrake rubber boot (seal). Does the rubber go under the tunnel lip at this point? Or does it go over the rubber lip. I can make a case for either way, though it seems to me that under the tunnel lip would be better.

Your thoughts and suggestions greatly appreciated, thanks!

Mine is on top of the tunnel...not sure if that's correct, but it's the way it came to me.
 
As best as I can recall, the rubber boot slips over the hand brake lever and just lays flat again the floor and the side of the tunnel. There is a metal bracket that lays on top of the boot, on the floor, and screws through the floor and another "U" shaped bracket that goes on top of the boot and screws to the tunnel.
