Gulp valve

Hi, I have a 76B that I finally got running, (kinda) my problem, on the exhaust manifold there is three openings, from back to front, the vacume line for the master cylinder, the EGR valve and a open hole where a thing called a gulp valve should go, I think. My problem, all of the polution crap has been removed, I need to cover up this hole to start the car and then uncover it to keep it running, if I plug the hole the car stalls, and it won't start if I don't plug it while trying to start it, any suggestions would be great and thanks!!
 
You have other problems...you should be able to just plug it...spray carb cleaner all around your intake & carb to see if there's a leak somewhere.
