If I'm not mistaken that long runway was for testing the U2 and or the YF-12 and SR-71. I don't believe its in use anymore but it extends out into the dry lakebed. I suppose if you're going to test experimental aircraft, it's the ideal place.

Is that the guy who collected exotic animals and used the strip for landing his jets that brought animals from Africa?

It was somwhere near Ocala.
