Wires in side light loom, red, tracer wire, black. If the black wire (ground) attaches to the base of the bulb unit why is it necessary to ground the whole lamp to the frame with the three sheet metal screws?

If the GND wire were to break and fall against the lamp frame it is desired that any protective fusing provided for the circuit would be activated:
Hopefully , preventing any damage to the car's bundled wire harness.
Which might initiate a fire.?
 
The reason for my ? I'm finding the reason it's so difficult to install the side light is the sheet metal screws tend to hold the overly thick bulb cover too proud for the retainer ring to slide under the rubber grommet ring. I tried leaving the screws out and the rest was a piece of cake. A slightly thinner lip on the glass cover makes sense to me. But Lucas didn't ask.:smile:
