Greasing front bearings 60 BT7

No problems, but as a maintenance item I decided to repack the front bearings. I found them to be in good shape so I reused them. Here is my question: the workshop manual states:
“Pack the retaining cup with grease and, using a drift, tap it gently but firmly up against the outer bearing.”

Why is filling the retaining cup with grease necessary? What is the grease in the cap supposed to do? If it is additional grease for the outer bearing, how does it get to the bearing?
