Tom,
Can you attach a picture of the end of your choke cable and the mechanism there, as per Ed's picture. That may give us some clues!
It seems strange that my choke is connected with the jet lever in the middle of the forks and the choke pulls out reasonably easily.

Helped him idle down, needed tuning, quick fix. Remove spring and you will see.
 
Only other thought I have is the fast idle cam. How easily does it move? Everything is so mechanical we should be able to identify the problem. Try pushing on the accelerator and holding open while pulling the choke. This will eliminate the fast idle from the mix so to speak. Another way to tell is if the cable pulls hard from the start, or does it pull easily to half way and then get difficult. If the former then investigate the cam.
 
Nick - here's a link to a closeup of the lever connection. Note the cotter pin is just in there temporarily. If the fork is moved closer to the engine (around the lever instead of on the outside of it), the fork "backs up" into the choke cable sheath connection.

Ed - fast cam turns freely, no resistance. Pushing accelerator fully down causes no change in the choke cable resistance problem.
 
Ed - yes. Here's a pic of the choke knob when the jet levers are fully pulled back.

Note that I can only do this without *great* force when the lever return springs are disconnected. If the springs are connected, it's nearly impossible to pull back that lever more than about 1/2 inch.
