You <span style="font-style: italic">can</span>, as a "owner/builder", pull a permit yourself and hire a contractor to do the work from a purchased plan, a package from a builders supply or from a plan from an architect. Without the permit, you'll not get your utilities to the structure.
The best place to find a competent builder is by word of mouth from people you know and trust. Visit some of his previous jobs and talk with the property owners for there opinions of the experience.
Also concinder installing plumbing and a privey, budget permiting.
