Fuzzy seal help part 2

Ok, I put the clips on the fuzzy seals. I then tried to use my tool to pull it up into place. I have gotten no where after an entire hour. Can someone give me some tips on how to clip these on? I am using OEM fuzzy seals if that make a difference. Any tips would greatly be appreciated.

On my Jensen-Healey I chucked the clips and glued the suckers.
