if I look at the carb (1500) Zenith Stromberg at the back (firewall side) I see two fuel lines. the bottom I presume is the return to the tank. since I'm not using that any longer, do I just block it off?

Sure, why not. If not in use I would plug the fitting for it.
 
One of the lines is indeed the fuel line, and one vents the tank to the charcoal canister. If you are removing all your smog junk, it will not hurt your performance one iota to keep the charcoal canisters. There is a great tutorial on rebuilding the canisters on Tony's website (theautoist.com)

If you decided not to keep the canisters, make sure you vent your tank through the gas cap.
 
I presume the bottom one is the actual fuel line? - since it would go to the float?
