fuel gauge always full

After a long, long restoration, my fuel gauge always reads fuel. I turn the key on and it jumps to full even when empty. I took it out of the tank and made sure it moves freely. The wire connections are clean and tight. I am not sure where to go from here. Some have mentioned that all the gauges should have a ground wire going between them, mine doesn't.

Make yourself a grounding wire and depending on your Healey being a neg or pos grounded attach one end of the wire to one of the mounting screws of the fuel sender. If your system is pos ground then touch the other end of the grounding wire to the positive post of the battery while a helper is watching the fuel gauge with the ignition key in the run position. The fuel needle should move to the correct location. If you healey is a negative ground , you would want to place grounding wire to the neg post on the battery with someone watching the gauge. This should get you started in troubleshooting your problem. I will watch this post for your response. Hope this helps
