Fuel coming out filler

My girlfriends 79 MGB is leaking out the filler without the car running. She unhooked the line from the tank to the separator tank and it has stopped. I can't look at it because it's in California and I am in NC. I am assuming the system is not venting properly. Can the car be driven with this hose unhooked? What are the endless possibilities that is wrong that caused this?
 
She posted this problem on another site a few minutes ago! She says it's been pouring out for hours. I suspect that's an exaggeration! I think she simply overfilled it and parked in the sun.
 
She has a venting problem somewhere. My guess is that it may be full but it is still being pushed out. Is that cannister where the tank vents to? She knows a little about cars and is not prone to overstate her problems.
