Are the nylon"washers"(Moss diagram part # 115) supposed to be somewhat loose. I noticed that they could be moved from side to side a bit yet the fulcrum nut that holds the bracket seems to be torqued the correct amount.
 
You have the nylon washers on both sides, and part 123 the right way around? I dont recall this being loose when I did mine.
 
They are a sliding fit. Not a rattle fit, but no press needed. Cheap so replace. Grease both sides when installing.
 
You did a trial installation without the arms? I never tried the bushings without the arms, so I don't know if they are loose inside the arm or not.
