TR2/3/3A Front hub wheel bearing nut?

After the nut has been torqued to 10 ft/lbs and backed off 1&1/2 -2 flats should the nut still be so loose that you can wiggle back and forth against the cotter pin??
 
No, that's the wrong procedure. The bearing clearance was revised several times, along with not torquing to 10 ftlb.

If you are reusing the old felt:

With new felt, you need to do a test installation without the felt and mark the position; so you don't get fooled by the thickness of the felt:
