Front brakes seizing - what's with that?

Our twin-leading shoe BE left front wheel locked up last time driving (2009); feel like an idiot as I never thought about the rubber collapsing and my background is pipeline and I'd run into the same problem (inside of a rubber high pressure hose acting like a check valve) on a pressure test once. Ah, well: when it's running again (Spring 2011!) it'll have a rebuilt master cylinder, new slaves on the offending wheel and braided steel brake lines.

you do know that braded steel brake lines still can collapse, the steel brade is only to protect the rubber inside.
 
The braided steel protects the teflon from abrasion.
