Footwell trim panels

I have just ordered a new pair of footwell trim panels.

One of the panels comes with a large hole in it and a loose piece of vinyl to cover this hole. Any ideas why? Why are the two panels not the same (apart from being handed)?
 
That is the panel for the right hand side and that side of the foot well is offset so the panel must bend and that is how they added the flexibility.?
 
Glue the vinyl to the metal panel, and screw the trim panel on top of it. This "pocket" allowed more room for the RHD driver's accelerator foot.
