Can someone tell me if there are any rubber blanking plugs in the 5/8" holes that the bolts that hold the pan to the frame go through?

Don't believe so ...? I think the bolts and washers go direct from floor pan to frame, and there are shims between floor and frame.

You are right. I was confused with all the other holes that do need blanking plugs. However in the interests of preventing water getting up, I bought a bunch of flat rubber washers so from top to bottom: bolt, lock washer, flat washer, rubber washer, floor pan, 3 or 4 hole rubber body mounting pad, frame.
I guess I'm getting leak crazy with this thing

When I inspected the contents of the body mounting kit I found 4 3-hole pads and 4 4-hole pads. Does this mean that there is a pad below the pan and a pad above the pan? There seems to be a recess molded in the pan that would accept such an arrangement. Or maybe the overall thickness would make a bulge in the carpet?

Experts will chime in, but I believe the multiple pads are used to shim the body into alignment?? I.e. you don't need all of them.

I do believe that you are right. Refer to the notes on this page which was sent to me by Moss tech support (expand view to 125%)

I was thinking the 3 hole pads are for TR6 but 4 hole were used on TR4.

the rear mount in your picture shows the 3 hole location. On a TR4 that mount point uses 4 holes.

My 65 TR4A has both types. The 4 hole is forward (to the right) and the 3 hole is in the rear.

Ah yes, those extras are to get panel alignment just right. In fact sometimes it can take more than two pads per location.
