This may be a picky question however before I cut the board for the tank cover I need to know if the tank board sets on top of the trunk floor pad? Or does the pad butt up against the tank board?

I don't know if it's correct or not, but I installed the tank cover first, and then laid in the mat. I'm using the original style "Hardura" style mat and I didn't cut it, so it actually comes up the tank cover about an inch and a half.

Yep...board to the floor and mat up to it. That way you can pull the mat to shake it off.
