FWIW, I did an old wheel with JB Weld, some fiberglass strands and finished with black "vinyl dye" a couple of years ago. Still looks great; although if you look closely you can see a few places where I didn't get the surface sanded quite smooth before painting.
I use a leather Wheelskins cover on the TR3 though, because I like how it feels.
