"Finger" grinder - what the heck do they call them

You know, the thin band that can be used to grind off welds where an angle grinder can't reach....

See..... The top and inner sill are the best reference points so the plan is the get the skunked bulkhead out, new one back in along with the new inner sill and the work the rest of the metal back around those...

Maybe you mean a power file. It's like a belt sander, but the belt is only 1/2" wide or 3/4" wide depending on the type.

Once you hold it in your hands, you think you're holding a small machine-gun. My first one was an electric powered Black & Decker that I bought in their shop in Slough, England. The one I use now is the larger type and is driven by compressed air. See photo of me in 1987 or '88 using the B & D.

Darn it... I read all the way to the bottom thinking "no one has given a real name yet". Yep, the Dynafile by Dynabrade.

Get a scotch brite type disk for your angle die grinder or 4" grinder. Works great to remove paint and rust.
