fender fastners

I ordered new fender fasteners for the re-assembly of my TR6.
They came with what looks like fiber washers. Does anyone know where these go? Do they go between the body panels or under the bolt head? I plan on using body caulk when I put the fenders on.

One of the best texts you can get, if you don't already have them, is the pair of TRF parts catalogs, the blue and green books. They offer an exploded view of every part of the TR6 that is very accurate. They may well be still available from The Roadster Factory. You might give them a call. They used to sell for a few bucks each, priceless.

I seem to recall scraping the remains of these fiber washers off when I removed my body panels. They go underneath the bolt heads.

They go between the steel fender washer and the body panel.
Thats how my old ones came off. '71 Tr6. They act as a water seal.
