After I came back from NY in Nov 98 Darrin told me that all cars up to 74 were now exempt. Has that changed? Is it the same in all the other states?

Cali is now locked at all cars 76 and above must be smogged indefinitely. Unless the snook something through while I wasn't looking, it's still that way. That particular change in emissions testing went into effect Apr 1 2005, IIRC.
