there should be no flex. the upper shock mount must be rigid and be able to carry almost vertical , significant forces of bump and droop of the suspension.
Assuming this is a Spridget, you want to use a piece of 3/16" x about 1.5 wide cold rolled steel vertical and welded to the "frame area" at the bottom, and with a vertical gusset toward the inside of the tub and high enough to pick up the top shock ring mount height and tapering at the bottom to weld to the o.e. shock pad. Then a U shaped weldment on top outboard with a fore and aft hole to pick up the top shock eye. This weldment should be backed up with the afore mentioned gusset.
