Your neighbor needs three things:

A pork loin
Extension cord
200 amp breaker

When an alligator ventures into an area inhabited by humans it is for one reason and one reason only: for food. That Collie could have just as easily been a child. This matter needs to be addressed accordingly no matter how unpleasant that may be. I encourage your neighbor to see to the matter to whatever extent he deems necessary.


IMO all options are on the table.
 
The gator is long gone
The collie ventured to the edge of the water and was taken
The owner says it was taken in her yard but I have seen the dog on the edge of the water
 
It doesn't matter, with a known food source it will return again and again until that source has been depleted. It'll be back, I'd suggest taken measures for when it does. You won't have long as you won't know until it's ready to feed again.
