When an alligator ventures into an area inhabited by humans it is for one reason and one reason only: for food. That Collie could have just as easily been a child. This matter needs to be addressed accordingly no matter how unpleasant that may be. I encourage your neighbor to see to the matter to whatever extent he deems necessary.

It doesn't matter, with a known food source it will return again and again until that source has been depleted. It'll be back, I'd suggest taken measures for when it does. You won't have long as you won't know until it's ready to feed again.
