Take a look at a similar '72:
I think the rubber hose goes to manifold vacuum. Does your B have a brake booster?

That is indeed part of the emissions system. It is ~supposed to be~ connected to a charcoal canister located on the other side of the engine compartment on the shelf next to the heater box.
