I disagree, I don't think the glowing has anything to do with a bad ground. That is the connection between the solenoid and the starter, and the glowing indicates a bad connection at that point. Possibly just tightening the nut will work, but I would want to disassemble the joint and clean or replace all the surfaces involved.
The starter draws something like 500 amps at first, so good tight connections are essential. And that hot spot will eventually burn out and quit working altogether, no doubt at the most inconvenient time. The strap into the starter is the most likely candidate for burning away, which will ruin the starter.
Adding a ground connection between the engine and body/frame is certainly a good idea, as otherwise it will be something like the choke cable carrying the current for the lights, etc. But I don't think it's the source of the glow shown above.
