Ran into an old acquaintance today. From Burbank originally.
Back in the 70's he had a Chevelle with a big block. Raced it at the drags, drove it on the street.
Got pulled over by the CHP, looked under the hood, no smog....so he pointed at the sticker on the windscreen that said "Smog Exempt".
Story goes, if you had a car that would not pass, you took it to the CHP and challenged it.
Three CHP cars were tested, averaged, and if you beat the average, you got the sticker.
He said he loaded up on 20% alcohol, and beat them.
Da google has nothing.
I certainly never heard of that.
Anybody else?
