TR2/3/3A Dunlop wheels, tube or no tube?

I am working on a museum car that has wheels made in India under Dunlop license. The code on the wheel is
93104J x 15xw 460R 1M167
I am not sure when these wheels were made so I don't know if they were sealed with silicone. Anyone that can read the code? Also, would you use tubes in this wheel still. They have tubes in them now, but I would prefer to not have tubes. PS: if I need tubes, what size do you buy? I see codes for two letters then 15 inch but no explanation of what the two letters stand for. Looks like the local chain stores can order them for me.

I expect those wheels would originally have required tubes to be able to hold air. It is possible to seal the base of the spokes and eliminate tubes but I would not recommend silicone seal to do this. Here is what I use:

Goo in place on the rim:

I then covered the goo with metallic tape (not duck tape) to prevent the seal from being damaged during mounting:
