TR4/4A Dumb Bumper questions

So I am preparing to mount my front bumper after wrestling with getting one of the chassis mounts lined up with the small hole in the valance. I am seeing according to a couple of drawings (parts book, Moss) that it appears the horizontal bumper mounting bar will simply be tightened directly to the valance and then to the chassis mount bar (my freshly painted one). Surely this is not correct??? Is the chassis bar supposed to be flush with the valance? Sorry I have no other car to look at so can anybody clarify? Bruce
 
Mostly I am just venting. The car was taken apart some time ago. In putting it back together I am seeing that the horizontal bumper attachment bar is going to be bolted directly against the freshly painted valance and the frame brace is up against the back of the valance. I guess I will find a spacer so that these attachment bars are not directly rubbing on the valance but is that the way it is supposed to be? I don't see anything in the drawings that prevents this. Also I got the complete front bumper mounting kit from TRF and nothing is in it. are you guys bolting it up against the valance? Bruce

I used an old inner tube, but nylon/delrin washers work great.
