Duh! what's the brown stuff?

That pretty much looks like all surface rust. I know that cars don't rust out west like they do here in the east. When I was Colorado back in the 80s looking for a part for my mustang II, there were a lot of really old cars there in the junkyard in good shape. I remember on old dodge truck that had wooden spoke wheels on it. They all had surface rust but no holes.
 
My point is though, you can't say "no rust" or "rust-free", it should read "surface rust only!" !!
 
Looks worse than the one I just cut up and it wasn't worth saving. That thing is sitting on the ground. The bottom is rotten beyond a doubt. He should be banned from selling on ebay or in America for that matter.
