Why would this eBay Healey have a second set of driving controls, including steering wheel, installed in the passenger compartment?

I find it a unique story with history...but I don't think for a minute it is a rare factory built car. Correct me if I am wrong. I think the seller is trying to paint a picture of it all being done at the factory or dealer prepared but I think it is more of a Hollywood style prop car.
