Door Pulls

I'm installing new door top rails and upholstered panels on my 66 BJ8. If I were to place the door pulls in the existing holes on the metal part of the door, they would interfere with the bottom of the door rails. Additionally, they would be right at the junction of the rail and the top of the panel. What would make sense is to drop the pulls down just a bit, so that a clean hole can be made about one inch down from the top of the panel. But this location is clearly not where the pulls were installed at the factory. Anyone have ideas about correct placement of these pulls vis-a-vis the top of the panels/bottom of door rails? Thanks.
