Austin 7. I believe it is a Chummy Tourer, someone more familiar with the Austin 7 variants could probably be more helpful.

Tom, you could very well be correct. Once you said Triumph I started googling both cars and what I found is that there doesn't seem to be a really standardized placement for the headlights on either. Though I will say that the only examples I saw with the low slung headlights, as per the OP, were on Triumphs. In my searches I found that the Triumph was built in response to the Austin and they hired the draughtsman for the Austin seven. It largely resembes the Austin though it is slightly larger and has a few other improvements here and there. Here is a side by side, the first photo the Austin 7 Chummy, the second the Triumph Super Seven.
