Does this actually work? It seems like rpm would be way too high.
 
I suspect there is supposed to be a Step 2 in which you adjust the idle speed screws on the carbs to get the desired idle.

I think that this probably works if you aren't worried about getting the "factory" timing. Often the factory timing is retarded compared to this to help with emissions.

Personally, if I'm not using the factory timing, I use a timing light and experiment with what seems to work best on the road - good throttle response and no pinging. By using the timing light, I know what I have the timing set at so I can adjust without doing it blind.

Hello Fogdot,

it maybe how you are reading it, the maximum they are refering to is maximum idle speed, i.e., as you swing the distributor the engine speed varies, go for the highest you can get then retard for the 100 rpm drop.
I must say I've never done it that way but try it if you like. Again, whichever method you use will require road testing and possibly further adjustment.
