Dashboard plug for manual choke

This probably ranks right up there with the stupid question of the week, but I have been trying to figure out how to get the dashboard plug off where the manual choke can be placed on my 76 Midget.

It has an unusual fastener behind it which I haven't been able to figure out.

I have an illusion that I can put a small analogue clock in place of the plug.

Any ideas would be greatly appreciated.
