On the right hand lower side of the midget dash is your high beams light and a red light.......... what is this red light for and what does it mean if the light stays on?

also does anyone happen to have a copy of an owners manual thats been scanned in that they could email me?

It's (unless I'm mistaken) like an ammeter idiot light.
I have a midget and it comes on dimly sometimes when I have my electric fan, lights on bright etc.

Mine has Yellow (oil pressure?), red & blue (hi beams)

Correct, the red light indicates the alternator isn't generating. Usually it's called the "ignition warning light", but it's the generator warning light.

Rick: FYI, the yellow light on your '78 is the EGR service light.

The red ignition light should come on when you first turn the key on before starting and go out once the engine reaches operating RPMs. It may glow at low idle but should go out once it is revved a little. If it glows brightly or stays on while the engine is running, you have a problem.

Possibly - or a loose belt.
