TR6 Cylinder shaped devise on top of fuel tank

Can someone tell me what is the four to five inch cylinder shaped devise which sits atop the gas tank on my 72 TR6....It has the vent line entering on one side and exiting on another....the car is equipped with a carbon canister in the front of the car. Thanks all!
 
I don't think water....maybe condensation from the fuel vaporizing within the tank or gas from overfilling...some attempt to keep the fuel tank vent line open to the carbon canister
 
It allows fuel vapor to pass, but liquid fuel gets trapped and drains back to the tank.

I've seen it installed backwards, which makes it ineffective.
