When the cylinder head is removed to install a new head gasket and then reinstalled why is it necessary to reset the valve gap? Would the valve gap not still be the same as it was once the rocker shaft is torqued back to spec if no other work had been done to the rocker shaft or valves?

If your head to block clearance stayed the same with the new gasket compressed exactly the same you would not.
You will need to checkand most likely adjust after install and after reach re-torque of head.

You should check valve clearance at least annually. If you are certain you are using the exact same make of head gasket, with exactly the same amount of sealant, then you are correct...you could leave the valve settings. But, it is so easy, why would you not want to, since the valve cover is already off?
