I was stopped for the same reason a couple years ago, on the way home from a gig. I showed the officer the new bulb I had just purchased, that was sitting on the passenger seat. That took care of it.
In California,if they write you a ticket (fix-it ticket),
you have to get the problem fixed,& still pay the fine.It used
to be that you could get the problem corrected,& they would void
the ticket.
Delaware has a real joke of a bulb out ticket system. Cop writes you a ticket for a fake violation. You pay (no apeal process exists), no inspection of the fake violation. or its supposed fix.
