Cold Start issue

I have a '66 mgb with the SU's that I'm having trouble, a lot of trouble, getting it started when the engine's cold. Once warmed it starts right up and runs great. I have gone through the carbs and they are adjusted fine. Idle speed is good and mixture is also good. Plugs look good. Compression check was very good. Carb Sync is good as well. New plugs. All done per the book. When the engine's cold, choked or not, it will take probably 20 times worth of cranking to get it to fire. If you shoot some fuel down the carb throats, it will fire and then quit, but usually it will help to get it fired up again. Seems like a fuel issue. Any thoughts?

Choke cable and linkage set so the throttle shaft gets the proper amount of movement as the jets are lowered?
 
That one I would have to double check. I can tell you that it doesn't matter if the choke is completely open or closed or somewhere in between. It will just crank endlessly and eventually start to sputter a few times. It as if the carbs start to get a little fuel at a time and then enough to make it run. However, the bowls are 3/4 full.
 
The jets should fully drop with choke cable pulled out completely.

The screws for the choke cam (on the linkage) should *just* touch the cams at the beginning of choke application.
