clutch pedal

My clutch engages when the pedal moves just very slightly off the floor toward the driver. The pedal should have more travel than it does. Is this adjustment made at the pedal box or is the issue with the fork/slave cylinder?

More than likely, this problem is in the adjustment of the push-rod at the master cylinder. It sounds as if there is not enough free-play! another possibility would be a well-worn throwout bearing! Since there is no adjustment at the slave cylinder, it is not likely to be the problem. Is the system fully bled?
