Chrome wire wheel questions

Purchased a set of 5 chromed aftermarket wired wheels years ago. They are 14" and seem to be of good quality and have never had tires mounted, (Anco?)
So I am ready to purchase tires and spinners.

The wheels have a wide heavy rubber band over the spoked area of rim (wheel)
I would assume this is to protect tube? Someone told be it was so I could run tubeless. Which I find hard to believe.

Do I need tubes inside tires?

The rubber band is to keep the spoke ends from rubbing through the tubes. You'll need to run tubes.

Check the condition of the rubber bands and make sure they are not cracked or have rough edges. Use good quality tubes, check the inside of the tires for roughness, tags, anything that could cause wear and use a good quality talcum powder between the tube and tire. Be sure the tubes are suitable for radial tyres.
