Checking my 74B

Remove the aircleaners and the dashpots from both carbs (three cheesehead screws) and clean the pistons and the insides of the dashpot. Check that the needles are not bent. Reassemble, add oil in the dashpot top, and observe and time the piston drop. It should drop with an audible "chunk" within a few seconds and not hang up on the way down.
 
After realizing I needed to focus on the mecahnically aspects om my 74B, instead of the cosmetics, I started looking over my car. I have two questions.
First, when I floor the accelerator the car's RPM drops before it starts goin back up.
Second, the Carb is stuck i have tried to adjust the idle. Do I need to rebuild it or can I do something else?

I also am goin to need to get new vin plates. Does anyone know where or how I can et them punched.
