Carbon Rings; Remove or Not Remove

I have started rebuilding a 1275 motor from a donated motor I received. I am having the block dipped and magnafluxed as I type this. The question is: should I remove the carbon ring around the top of the cylinder bores or leave it alone? And if I need to remove, what would be the best technique? I am going to use stock pistons so I don't want to go oversize on the bores.
 
Failure to recondition the bores could be a fatal error on a rebuild. At the very least, the wear ridge(if present) must be removed to keep from breaking the new rings. Also, how will the new rings seat if the bores are not re-surfaced (de-glazed)? Budget rebuilds I understand, but there are certain key things that must not be shorted. I've paid dearly over the years to learn each of these things.
If the bores are still up to stock spec, then at least give it one pass with a ridge-reamer and then a good dose of the ball-hone to break the surface glaze.
And finally, DO NOT fail to individually check the ring gap for the top two rings on the new pistons.

I am having the bores honed to break the glaze. That can be done without removing the carbon ring. I will instruct the engine house to remove the carbon rings. Thanks
