Carbon canister plugged

In the last few months the toyota has developed a gas smell. I dragged it over to my mechanic yesterday, and after poking around, there are no error messages on the computer, but apparently, the carbon canister is plugged up.

when we tried blowing air in, it certainly does seem plugged. The pipe to the gas tank is clear. When I open the gas cap there is a Whoosh sound, but I thought that meant the tank is under vacuum????

Any idea where to get one, none of the usual parts places seem to have them, and the local dealer doesn't have it either. Failing that is there any way to repair it?
 
Thanks Tony, It actually looks quite similar, however I think it will take a bit more persuasion to get it open! looks like it might be welded closed.
Somehow I think the EPA might not be in favor of DIY repairs but since the local inspection is quite incompetent, I am not exactly worried about that!
