What gets connected to the bottom of the carb that is closest to the radiator? Located right near the spot where the carb is mounted to the manifold, there is a small port on the underside of the carb that tends to leak fuel. If I remember correctly when I purchased the car 2 years prior there was a rubber tube with a screw glued into it.

That's a vacuum port for the distributor's Vacuum Retard module.
If you're not going to use the retard feature, then put a cap on that nipple so it won't be sucking air and messing up the fuel/air mixture.
