Carb Heat Shield Installation

Does the heat shield go in front of (toward the fender), or behind (toward the engine) those insulating blocks that separate the Carbs from the intake manifold?
 
Mine didn't want to fit unless I put the blocks between the shield and manifold. Otherwise it interfered with the throttle linkage, and the hole for the vacuum line didn't like up.

But ideally, I'd think you'd want it the other way, so the heat absorbed by the shield doesn't get conducted to the carbs.
 
Great, thanks Randall. I may try reinstalling. I posted under my "fast idle" thread my latest tribulations trying to resolve this issue.
