Welcome to the forum. I'm not sure what you are referring to. There are drain pipes on the bottom of the manifold that are supposed to drain a flooded engine. These pipes should extend to somewhere near the sump top & be open.
Supposedly the small bore of the tubes combined with their length doesn't create much vacuum leak. If you're not interested in concours correctness I would personally just dispense with them & plug the holes. Others will argue that they are very useful.
If you are referring to the actual vent lines on the carb float bowls, they should extend below any hot exhaust parts & be open also.
In either case, they should be long enough to not dump fuel on the hot exhaust.
