So I cut out a spare captive fitting from the TR7 parts car to try and fix this;

My question is if I "simply" need to open up the sheet metal here to gani access to the captive assembly retraining metal and weld in the replacement metal?

Other ideas?

Do you not have access from below to use a longer bolt with a nut and washer?

Unfortunately not on that captive section, there is a body panel under it...

try this....tack weld a nut to a large fender washer and then weld the fender washer to the body.

The rivet nuts are a wonderful item. I sell them in my product line. I only question their strength in case of an accident in this application.

I have used Phil's method before and it works quite well for this type of repair.

I thought of another idea; weld your captive nuts (or you could use bolts in this case) to some bar stock and welt the bar stock to the flooring. This would give you some additional structural rigidity and allow you to lay in deeper soundproofing.
