I am in So Cal. I have some friends on the force and no, I don't think they will do it. AAA will sign off if you can bring the car to them. Not sure about the DMV, but at least one hurdle would be to wait in the proper line that results in extracted a DMV worker from their cube farm to the parking lot. That line may not exist.
I used AAA for the Warwick. Easy easy. On the Peerless, because it was in such a frightening state and could only be hauled on flat bed, I opted for the mobile VIN verifier. It was probably 7 years ago and I recall it costing a bit over $100. Came to the house... looked at the paperwork, found the VIN and signed it off in 10 mins. Much easier then getting the mess on and off the trailer. Depending on the state of the car, $70 sounds like a reasonable price for a house call.
